Depends on the context, but most people would associate this term with the highway code advice for drivers, it being the distance travelled in a car between deciding to stop and coming to rest. The time interval implied by stopping distance would include "thinking time" and "braking time". Of course a great many things influence both the "thinking time" (e.g. alcohol) and braking, (e.g. tyres, rain, road surface.)
