Von Clausewitz, a famous German, once described war as, "the pursuit of policy by other means". So he definitely agreed with it. Historically, most Kings & Queens agreed with it as a way to get what they wanted. These days, there are very strict rules under which war is considered acceptable. These are mostly about defending yourself. So if you asked the Prime Minister, David Cameron (and he's pretty famous) if he agreed with war, he would probably yes yes, but in these circumstances.

Well, there are some pretty famous figures in history that certainly believed in war. Think about the leaders at the time of the 2nd World War: Adolf Hitler, Benito Mussolini, Winston Churchill, Franklin D. Roosevelt and Joseph Stalin.
